THE AYRSHIRE JUNIOR GOLF LEAGUE

THE CONSTITUTION

 REVISED DECEMBER 2004

NAME OF LEAGUE

The association shall be called The Ayrshire Junior Golf League, hereafter referred to as The League. 

PURPOSE OF THE LEAGUE

The purpose of The League is to organise annual competitions for junior golfers in Ayrshire, which shall be played subject to such rules as The League, shall draw up.

MEMBERSHIP  

Membership of The League shall be open to any junior golf section attached to a golf club recognised by The Scottish Golf Union as a course owning club, and affiliated to the Ayrshire Golf Association.

Acceptance of application for membership of The League shall be at the discretion of the League Executive, who shall have the power to refuse an application without showing cause.

LEAGUE MANAGEMENT EXECUTIVE

The management of The League shall be vested in the League Executive, consisting of the Chairman, Vice Chairman, Secretary and Treasurer, Assistant Secretary, representatives of each member club, Honorary Members of The League and representatives of other bodies invited to attend meetings by the aforementioned Executive.

CHAIRMAN   AND  VICE  CHAIRMAN 

The Chairman and Vice Chairman shall be appointed annually at the Annual General Meeting of The League, and shall hold office for one year.Each year, one member club shall nominate one of its representatives as Chairman, and a second member club shall nominate one of its representatives as Vice Chairman, in accordance with the following rota:

A new member club shall be entitled to be placed at the end of the above list, although a club must have completed continuous membership for the previous three seasons before their representatives shall be eligible to serve as Chairman or Vice Chairman.

CLUB REPRESENTATION

Each member club must be represented on the League Executive by at least one full member of the parent club. A member club may, if it chooses, have more than one representative on the League Executive, although only one representative will be eligible to vote.

VOTING

In voting matters, only one representative of each member club is eligible to vote.

Clubs with more than one representative must nominate one member to vote on the club’s behalf. 

Honorary Members of The League, and representatives of other bodies attending League meetings, and League Office Bearers are not eligible to vote, except as the nominated representative of a member club.

Notwithstanding the foregoing, in the event of equality, the Chairman shall have the casting vote.

EXECUTIVE MEETINGS

League Executive meetings shall be held regularly, and at intervals of not more than three months.

The Chairman, whom failing The Vice-Chairman, whom failing an Executive member appointed by the clubs present at the meeting, shall chair all League Executive meetings.

POWERS OF THE EXECUTIVE

The Executive shall have all powers necessary for the full and efficient conduct of The League and all Regulations, Rules & By Laws made, or decisions given by The Executive shall be binding on every member club, until set aside by The Executive.

QUORUM 

At all meetings of the League Executive, half of the League membership shall form a quorum.

SECRETARY, TREASURER AND ASSISTANT SECRETARY

At the Annual General Meeting of The League, officials shall be appointed for secretarial and treasurers duties and shall hold office for one year, and shall be eligible for re-election.

The Secretary, aided by the Assistant Secretary, shall keep full and correct minutes of the League Executive meetings, prepare fixture lists and keep all records as are necessary for the efficient completion of League competitions.

The Treasurer shall keep such books and records as are necessary to show the financial affairs and intromissions of The League, and shall prepare a statement of accounts for submission to the League Executive at the end of the financial year.

FINANCIAL YEAR

The financial year shall run from the 1st December to 30th November in each year.

ANNUAL GENERAL MEETING

The Annual General Meeting shall be held within 14 days of the end of the financial year.

Alteration to the Constitution and Rules of Competitions can be made, on a simple majority vote of members present, only at the Annual General Meeting, and cannot be altered before the following Annual General Meeting except with the unanimous agreement of ALL member clubs.

ADMINISTRATION EXPENSES

The whole administrative cost of The League shall be borne equally by the member clubs. The amount to be paid by each club in any one year to meet their costs shall be fixed at the Annual General Meeting, and shall be payable to The Secretary by 1st May following.

In addition, The Executive shall have powers to levy from the member clubs any further sum, which they consider to be necessary to secure the proper financing of The League.

ARREARS 

Any member club, which falls into arrears of the contributions to The League funds, may be called upon by The Executive to resign from The League.

RE-ADMISSION

Any member club which has resigned from The League and which is not in arrears may be re-elected to the League membership, on the approval of the League Executive.

TROPHIES 

The winning club shall hold trophies offered for annual competition by The League for the ensuing year. The trophies shall be the property of The League, and it shall be the responsibility of the holders to ensure their safekeeping during the period the said trophies are in their possession. They must return the trophies to The Secretary when called upon to do so.

In the event that a League trophy is damaged whilst in the possession of a member club, or an individual from a member club, then the club concerned will be responsible for the full cost of repair to the relevant trophy.

Additionally, in respect of the League Championship competition, unless otherwise directed by The League Executive, The League shall award championship pennants to the winners and runners up, and awards to semi finalists as appropriate, which shall become the property of these clubs.

The League shall also provide individual awards to competitors in League competitions, as directed annually by The League Executive.
